Charter’s knowledge of the procurement process allows it to anticipate project needs and thus target the level of cost estimation necessary to meet them. The percentage of estimate accuracy is controlled by the level of design completion, which in turn is directly related to the procurement process selected. Our full suite of services, detailed below, is setup to offer a “pick list’ flexibility to facilitate a traditional Design, Bid, Build procurement approach (all options) to a Design and Build or P3 model where the Owner will require estimation to a Class C level.

Charter understands that the development of a capital cost estimate is an iterative process that involves subject matter experts across many disciplines. By marrying Charter’s estimating expertise with its in house Project Management capabilities, Charter is ideally placed to offer robust Project Cost estimating services.

Suite of Cost Estimating Services:

  • Design Development 66% design progression (+/- 10% Class B Estimate)– seeking final project approval and obtain funding commitments (Federal, Provincial, Private)

  • Design Completion 100% design progression (+/- 5% Class A Estimate)– verify the accuracy of the project approval limits and establish the construction budget.

  • Feasibility 5% design progression (+/- 50% Class E Estimate)– these are provided on minimal information and within quick time frames to give Owners an indication of project costs for a variety of scoping options

  • Preliminary 15% design progression (+/- 30% Class D Estimate) – once conceptual approval for the project has been granted this stage helps the Owner selected the preferred option to take forward.

  • Schematic 33% design progression (+/- 15% Class C Estimate) – this stage is designed to help the Owner seek preliminary project approval and generate 1st round project funding applications
