  • Charter works with clients to provide expert management of recurring and one-time consultants and contractors that large/public owners require during the planning phase. We review and/or make recommendations on the works required. We conduct gap analysis on the services rendered, provide monitoring and reporting, and dissect, examine, compile, and complete the information provided by all participants to consolidate pertinent information for reporting and planning and procurement purposes for the client as the project moves into its next phases.

  • Charter works with clients to develop specifications and tender documents. We provide advisory and expert services in preparation of Request for Qualifications (RFQs), Request for Proposals (RFPs), development of qualification and evaluation criteria, special provisions and technical specification and other tender documents regardless of the procurement model. Our document development services start with understanding the client’s requirements and the project objectives and is complemented by Charter’s in-depth knowledge of contracting and construction.

  • Charter provides expert commercial and contract management services through all project phases. Our team of experts advise on tendering and contract development, conduct audits, review and implement operative monitoring and recordkeeping process and provide effective trainings to implant a culture of compliance and high-quality performance within the project team. From change management, tracking and monitoring, contractual and commercial correspondence and progress payment reviews and certifications to cost and quality audits and claim evaluations, our team assists clients to deliver their projects in the most timely and cost-effective manner.  We provide strategies against cost overruns and schedule slippage, and offer assistance with risk analysis and management, conflict avoidance and dispute resolution and negotiations. Our team of experts work with the legal, financial and technical teams to understand, evaluate, strategize, develop and implement effective contract and commercial management processes tailored to each unique project situation and client’s needs.

  • Charter provides expert document control and record management services. Whether you require a full system developed and implemented or need training, assistance or improvements to existing system, we can facilitate your processes to ensure effective, operational and easy-to-use approaches that best suit the project needs compliance with regulatory, legal and organizational requirements. Our records keeping and information management approach are developed based on decade of experience in management of engineering and construction documents for public and large and complex projects.

  • Charter assists project owners in evaluation of RFQs and RFPs by providing expert reviews and recommendations on the findings of the submitted documents. We review and analyze proponents’ submissions from technical, safety, operational, quality, resources capability and capacity perspectives and opine on the most qualified and suited proponent based on the evaluation and selection criteria set for the project. We complement our appreciation of the evaluation and selection criteria with our understanding of the local market and the challenges and stresses present and foreseen in concluding our recommendations to better serve our clients with successful delivery. Where required we review and examine proponents’ bids for accuracy, completeness and viability and provide recommendations on practicability of the submitted bids based on comparison with a bottom-up mock-estimate developed by Charter.

  • Throughout the construction phase into and following the commissioning and close-out phases, Charter assists project owners by providing part-time, full-time or as-needed construction inspection and monitoring. Our monitoring and inspection services include safety, quality, environmental, compliance and technical monitoring and audits with adequate recordkeeping and reporting to ensure not only contemporary updates to the project owner, but also satisfactory, compliant and accurate documentation and records management to enable efficient certification, close-out and audits.
