CHARTER is a Canadian company based in Vancouver, British Columbia that has been specializing in the delivery of Infrastructure projects for both the Public and Private sectors since 2015. Its multidisciplinary team of 20 professionals, offers a wide range of consulting services including Cost Estimating, Constructability Analysis, Risk Assessment, Construction Management, Scheduling, Project Management, and Design Management. CHARTER has a proven reputation within British Columbia for successfully providing Project Delivery Consulting services ranging from Business Case Development, Project Budgeting, Cost Consulting, Constructability Review, Delivery Model Analysis, Risk Management, Project Management, Stakeholder Engagement Support, Third Party Negotiation, and Independent Project Review as well as Specialty Technical and Strategic Advice to assist public clients during all phases of their infrastructure projects from Project inception and option assessment, through planning, including business case development, procurement, and into implementation.   

CHARTER has extensive experience working with public sector clients including South Coast British Columbia Transportation Authority (TransLink), Transportation Investment Corporation (TI Corp), BC Ministry of Transportation and Infrastructure (MoTI), and the Vancouver Fraser Port Authority (VFPA). Specifically, CHARTER has assisted TransLink and TI Corp with the planning of the Surrey Langley SkyTrain, Arbutus to UBC SkyTrain, Operations and Maintenance Centre 4, Operations and Maintenance Centre 5, Capstan Station, Stadium Chinatown Station, and Metro Vancouver Transit Police Bridgeport Office Projects. Involvement in these projects has allowed CHARTER to become familiar with public sector processes enabling CHARTER to provide effective cost consulting and advisory services. In addition to public sector experience, CHARTER’s team has extensive experience working within the private construction environment which forms the foundation of our teams cost estimating, constructability, risk, and specialized technical knowledge. Our in-depth knowledge of the current supply chain stresses helps our team to accurately predict and mange the future impacts that a project faces.
