The Project

The George Massey Tunnel is a key component of the regional and provincial transportation system, carrying more than 80,000 vehicles each day. In response to growing concerns about the impact of congestion and recognizing that the existing tunnel has about 10 years of useful life remaining, the Province of British Columbia has committed to constructing a replacement. With a consensus that people want a new bridge on the existing Highway 99 corridor, the next step in the project is to prepare a more detailed project scope and business case. This project is to ensure Highway 99 continues to meet the growing needs of communities, businesses and stakeholders that rely on this crossing.


Charter’s Role:

Lead Design Cost Estimator and Bridge Project Manager
Charter’s Responsibilities:

CHARTER was responsible for the development of a construction methodology and detailed construction schedule to support the production of a Construction Cost Estimate for the Project. In addition to this CHARTER also managed the development of the concept design for the main bridge, led the development of the Schedule 4 Technical Specifications and supported the team with cost, constructability and technical knowledge during procurement and financial evaluation.

Towards the end of 2018 the procurement was cancelled, and the project was shelved pending review.
